Right now, when a user creates an expense record, they first must create the record, and then, quite separately they must remember to submit it to approver. Many users, especially field users, will forget the "submit to approver" step, and the transaction will require admin intervention and reminders. Instead, why not prompt the user to assign an approver when the transaction is first being created so they don't forget? The idea is to make this as stream-lined as possible so that front-end users touch a transaction once and only once at the point-of-sale (cash register) and don't ever have to login to the system again later because accounting is "nagging" them to do something.

I think it would help a great deal. But is there a reason it's a 2-step process? I'm guessing the reason is that people want to batch their whole month's transactions for processing reimbursements. If so, then maybe the reminder is the best solution.
