The Next Gen Billing compiler needs an expended series of ranges and conditions to select what information is pulled into the billing package. For instance a drop-down where multiple selected cost types and phase codes can be selected. Same for vendors, or dates or invoices. Additionally there should be conditions where data can be not selected (<>). The tool needs significantly more flexibility and options to qualify as Next Gen.
