Portal Settings: Split "User Group for Field Service Admins" from those who Create Forms

The portal setting "User Group for Field Service Admins (includes Form Creation)" is unfortunately grouping 2 distinct functions. ALL of our technicians need the ability to create forms (checklists required for various sites and recurring work orders). But not all technicians are Admins. Right now when there is a background process error, the "Field Service Admins" get a blanket email notification, and it's not a blind cc, so if someone "replies all" to ask why they got the email, we end up from a massive email mess. Currently EVERY service tech is getting notifications when there is a glitch in the portal, when only about 2-3 True admins need this information.

Please create a portal parameter: "User Group for Form Creation" instead of lumping it into the Admin group.
