Custom Portal Settings

We would like the ability to make custom portal settings. One way to do this would be to let there be a new category in Config named User Defined. An example of that is attached. In this example, we added a new module named User Defined and a sub module for user defined settings. This would let us do a number of cool things we want to do in Checklists and in other places. Currently, during updates, the portal deletes any custom portal settings. Can you add the User Defined Module so we can make our own settings? No need for a ui to generate the setting, just the ability to create settings without them being deleted would be amazing.
