Managers cannot review employees until the employee has completed/submitted the review first. Make the employee answers optional. Performance reviews already have an undesirable stigma in the employees' viewpoint, forcing them to rate themselves will not improve this attitude. The performance review is looking for feedback from management/supervisors; ideally, in an open and inviting manner.

Yes, this should be at the employee level. Some employees we want to be able to self-review and others we do not. Changing portal settings each time is not a viable answer.
