Foreman could fill out one section and the PM or a manager could fill out another section instead of submitting one section, then another person having to edit the PDF to fill out the other section. All the information would be store on the same form in keystyle.

We would find this beneficial as well especially in Field Service. If you could assign a workflow to a item group either on checklists or through Field Service Form templates so the technician could complete the top section and then route to the warehouse manager who could then complete the bottom.
Could this be done from the checklist template or FS Form Templates if you have a selection on the existing workflow button. When a workflow is enabled, based off of your selection it then allows you to select the Item Group you wish to include in the workflow ? Something like the attached?
