Be able to format the Welcome Message that appear on the home screen, just as you can for the login page, etc.

Yes we use the company announcements and the document dashboard as well. It would still be nice to be able to have at least line breaks so that what you put there isn't all clumped together.

Instead of utilizing the welcome message for longer messages that need formatting, have you tried using the portal's company announcements?

The welcome message as it is, is hard to read. You should be able to create breaks to have a cleaner look.
