If new employees are added while timekeepers are logged into the portal...not only do you have to refresh the groups but whoever is entering time has to log out of all internet screens open and re-open internet to log back in and see the newly added employees. It isn't even a matter of just logging out and back into the portal but logging out / closing any other internet screen you have open before the system will refresh.
