In past versions of the installer we could install to an offline environment used for testing. This was changed in the first release in 2019 to now call back to check for files already included within the install files. Because the files are there I don't see a reason to fail the install if the internet check was not line.
This has severely impacted our ability to test in our dev environment, and to do user reviews for new releases.

There are web components that are now required. A pre-req to the web server is access to the web. I'm afraid we cannot accommodate the request for an offline server. Our newer installs require these new web components.
