The rejected expense notifier used to go to all "approvers" however it seems that changed with the February update. We DO need the rejection notifier to go to someone else besides the cardholder. Our field employees do not code and submit their credit card transactions, so we cannot rely on them to handle rejected transactions. Because the expense admin has no visibility into rejected transactions or the notes for the rejections - either on Expense Posting or Credit Card Import screens - she has no way to know what has been rejected and needs corrected and resubmitted.
Can you please allows some options for rejected expense notifications via a portal setting - a toggle to send notifiers to Expense Admin and/or Approvers for the transaction?

Yes, if the expense admin or the proxy user received the rejection email, she can work the transaction from there.
I'd like to clarify this a little more. We don't have intention to send it to all approvers, but I can see why you may want the proxy users to receive the notification. Is your desire to have the expense admin or the proxy user receive the email?
