Payroll Resident Screen

When onboarding from Keystyle the Unemployment and Insurance State fields are automatically defaulting to the new hire's home state, however the unemployment and insurance state needs to be their home Office Location.  So if their home office is Kansas, but they live in Missouri, the Unemployment and Insurance state should be Kansas not Missouri.

    We also need the option to set Insurance and Unemployment states to default (corporate office) when initializing to Vista from Onboarding. Manually having to override these fields for each new employee takes away some of the ease of onboarding.
