We would like to give our Foremen and Superintendents access to Manage Training so that they can find employees who may have a certification that they need on their project but would never want them to create classes or modify classes - and would want to minimize the number of things they have to click on in their view. Having the option to limit them to View Only and only have the Manage Training as an option and no access to the Training Dashboard as they would never be creating new classes.

We have this set up for our supers and foremen. Check out approval permissions and see if you can accomplish what you're trying to do.
Go to Admin > Approval Permissions to assign your Training/Skills Editors to either of the following permissions:
Can View Training / Skill History For allows Editors to see all Training and Skills on file for the user groups they are assigned to.
Can View & Edit Training / Skill History For allows Editors to be able modify and add training and skills for the user groups they are assigned to.
Exactly what we're looking for. The super needs to know, "Does this employee have the skill required?" or "Which employee has the skill needed for this work?" But the super is not a training administrator, and shouldn't have the ability to edit history . . . . That could cause unacceptable risks (e.g. editing a certification expiration, or adding a certification someone doesn't have).
