When a user submits a payroll withholding or filing status request via Vista Web Update Info, it should email Personal Info approvers. Also, when the request is approved or rejected, an email should notify both the user and personal info admin.

This will align the expected functionality of the Payroll Withholding sub-section with the existing behavior of the Personal Info section. The lack of this feature means HR/users may be unaware that a change was not made effective, leading to incorrect withholding being applied and adverse personal financial outcomes.
