When a bill is already created, allow users to 'intialize'/add individual line items to that bill. Right now, it requires someone with an Office License and access to go through Vista JB Progress Billings to add the line. It would be helpful if users could add lines through the portals, especially for changes orders that are executed/initialized after the fact.
