Purchase Orders in SM do not follow any Workflow approval process and so the only way to require an approval process on SM Purchase Orders is to remove the ability for people to do purchase orders in the SM module and use Pending Purchase Orders. However in the portal you cannot create a Pending Purchase Order against an SM line even though you can in Vista. Please allow Line Type 6 in Pending Purchase Order in the portal.
