Currently if a recruiter does not have access to a job requisition, they cannot view the applicant in applicant search. We need to have recruiters be able to view all applicants, especially when they cannot view req's they are not assigned to. When an applicant or supervisor calls in the recruiters have no choice but to guess who they need to be transferred to who can help them which results in a called potentially getting transferred multiple times.
