We have individuals who are not a PR Employee in our system but who are responsible for approving timecards, either as a contractor or through a joint venture. Without adding them as a PR Employee, these users are unable to access the portal. This is an issue for us, as we have several individuals within this use case.

These instructions say otherwise - it mentions needing to enter in an EE # to create a VA User Profile, which is exactly what we aren't able to do.

Vista User Profile has to be created for access to Vista Web. They do not have to be an employee or have access to Vista.
