If the equipment lookup in timecard was dependent on the job entered, employees could not enter equipment usage on a piece of equipment that is not at that job.

You can do this already with a custom lookup. Create the custom lookup in Vista's PR Timecard Entry and it will work in the portal. Take a look at the steps in Create Custom Lookups for Timecard Entry article for sepecifics. This way you can make any rules that you need.
That would have to be an option to turn on or off as we don't assign equipment to jobs so the ability to enter time on equipment would still need to function as it does now.
