When creating a new SM Purchase Order in the Vista Web portal you have the ability to Add notes to the PO Lines.
As soon as the PO is Submitted and available on the dashboard, the notes disappear.

We just tested this and notes (both header and item) are showing on the PO Dashboard in "view item details" for SM POs created on the dashboard and POs created in the WO
On our end, it looks like you're still on version 24.12 ... an update might help with this problem.
