Employees are able to request PTO beyond current year. There should be a way to restrict requests to a time period, such as the current year since PTO is reset annually. As I workaround we have set all of next year as a "holiday" to block requests.

Not a bad idea unless you don't actually reset PTO on a yearly basis. Our employees get their PTO on our near their anniversary start date so this were to be implemented it would need to be an option in company parameters or somewhere that said you wanted to do the PTO reset on a yearly basis or not.
A cutoff for PTO scheduling makes it easier to maintain consistent staffing levels and avoids operational disruptions.
