Do not allow initialize to Vista if all parts of W-4 and I-9 are not complete

In Onboarding, if all parts of the I-9 and W-4 are not completed then the "Initialize to Vista" button should not be enabled. If section 2 of I-9 was not completed and you initialize there is no way to go back and finalize the form.

    I support this suggestion tremendously - however I wanted to throw in that we need the information pushed from the Employee Portal onboarding to the employee profile in Vista Viewpoint before the first day. i9s are not completed until the first day. I would not think that the initializing option should be attached to the i9 completion for that reason - we need to complete it after initializing.
