It's common for contract accountants or field admin to enter expenses on behalf of foremen or project managers. If a reviewer rejects an expense line, it would be beneficial to have an option to also email the person who submitted the expense report. If they are submitting on behalf of someone, they are also most likely the one to resolve any issues with the expense line.
