The filters in Open Billing Review show all but they should be limited to just the available data that exists in the open Billings What value is there for the user to scroll in the filters through, Customers, Contracts, Project Managers, Departments that currently have no open billings? Users are scrolling in the filters through thousands of rows that have no open billings. This form is called "Open Billing Review" not "Billing Review" so the filtering should be scoped to show only relevant data from currently open billings.
