We need to be able to enter time to a job with no phase. In PR Company Parameters > Job Cost/Service Mgmt tab in Vista you can "Allow Job Time Cards without a phase" but it does not appear that is carrying over to Vista Web. We would find it useful to have a portal setting that can be defined by JCCo
