Hierarchy/workflow for employee change documents

We are initiating new-hires for on-boarding and also have the need to have approvals for employee status changes - i.e. termination, promotions, new-hires, demotions, rate-changes, leave status, etc. These type documents require a hierarchy of approvals where the document transitions from one person/level to another through completion. The current document library functionality allows a document to be pushed to a group of individuals, but allows no workflow steps/process.
