The manager is currently unable to download any copies of the performance review they are working on until they hit submit / finalize, and once they hit submit / finalize, there is no mechanism for the manager, or for the admin, to unsubmit or kick the review back for further review / modification. This is also true for admins - they are unable to download a copy of the review until the crucial step of submission / finalization is done.
Giving managers and admin the ability to download the review prior to finalization is more flexible; it allows them to discuss draft(s) of the review with their direct report(s), other managers, etc., before the crucial step of finalization.

Can confirm that we are nearly through piloting the performance management system, with a limited sample size of our supervisors and all of their direct reports. Of the four supervisors we have spoken with, three of them identified the lack of ability to print / download partway through as a problem, and would have made their lives much easier to make the print / download option accessible before finalization of the review.
