Allow Admin users to change the content of the "Request updated" email message.

Currently the email message subject read "Your requests have been updated" even when the request was rejected. The end user has to open the body of the email to see the rejected comment or request. The subject of this type of email need to be link with the request type. Example "Direct Deposit changes requested on 01/29/19 - Rejected" as seen in attached file.
