In the portal Performance Reviews, a manager has to submit the review. After submitting, the employee cannot see the review. In order for that to happen, the manager has to submit and finalize the review. If that is the case, why have two buttons?
We were under the impression that a manager would finish a performance review and hit submit to allow the employee to see the review. After the manger and employee met and discussed the review, the manager would finalize and send the review to HR. That does not seem to be the case. The submit button is just an extra button to hit and has no bearing on the process.
As a suggestion, either allow employees to view PRs after hitting submit or, remove the submit button and leave the finalize button. (That is, unless you decide to make a change when reviewing with the employee, then finalized PRs have to be un-finalized). As much as I appreciate VistaWeb, Performance Reviews are a mess.
