Portal Setting to use Credit Card description as the Expense View Description

Users are able to edit or enter their own description for a credit card transaction, we would like that field to be able to be set to not be writeable/editable. Our Job Cost reports key off of this description so we would like it to be data from the Credit Card transaction and not manual data entered from the user. If the user does put in a description, can this be pushed to the Notes section or delete what the user entered and then at this point, make the description field not editable?
