We have a checklist to request a labor transfer, and that list is routed to Administrative Assistants for review and finalization.
If I'm not mistaken I must allow all Administrative Assistants full control over all checklists. To have the ability to check, review and finalize a single checklist, they must have the permission to add new ones, deactivate existing ones and make any changes to all other checklists.
Just to have a checklist routed and finalize must we make them full checklist admins?
Please, allow someone to review and finalize checklists without having to be an admin for all of them.

We have run across same issue as we would prefer not all people be a checklist admin who would finalize a checklist as we built specific checklist to be sensitive data and others not so sensitive. Now we have to put people in the checklist admin group to finalize the checklist and they shouldn't be able to see the sensitive data ones.
Further clarification the literature states
The checklist can now be reviewed, submitted, or marked as finalized by the workflow reviewers.
But based on the admin statement that means every WORKFLOW REVIEWER needs to be an admin to finalize
This looks like the same work flow for the actionable items. If that is the case the workflow you set up has no value.
