This error only occurs for employees who were set up as Vista (viewpoint) users. This sounds like a setup issue, I would suggest going back to support.

90% of my employees do not have Viewpoint access, they only use the employee portal for inputting their personal info/W-4/Direct Deposit and to view their paystubs and W-2s. This change prevented them from logging in to the employee portal. I could go in to 300 employees individually and unlink VPID, but that would be very cumbersome.
Is there a reason why you don't want to use the single sign on? They will only get this error when they have a SSO account.
They did show me and I did it, however apparently it gets relinked overnight, so we would have to unlink them every day.
Hello! Employees can still login with their employee number and password, they just have to unlink their account. Our support team can show you how to do this, only takes a minute!
