It would be very useful and efficient to have a centralized workflow for multiple areas of approvals including HR Expense approval, Timecard approval, PTO approval, and potentially performance review. This information should reference the Vista HR Resource tables which could store who the employee's manager is. The approval solution should also incorporate some level of DOA (Delegation of authority) with approval amount limits for expenses, and "Overhead" jobs.
