We need a Timecard Admin capability that is limited to reviewing, approving and adjusting data, not given the capability to create or modify timecard templates and setting, or to edit employee groups and approval permissions (which are used throughout HFF, not just timekeeping). We can't allow Timecard Admins to create the timecard entry templates (not technical enough) or to create and modify groups that can get to report groups or proxy expense entry or approve expense entry.
