Currently in MFM - you have the ability to set up a Role to allow or deny permissions to certain fields. This company has would like the ability to make the majority of the PR Group - Read Only to these Union fields but give access to a group of EEs who know the union rules and currently allowed to change them in the other product. Possibly a new option in Portal Settings?
