We have foreman and superintendents who enter and submit time for other employees. At the end of the week, they need to see the employees entire timecard to make sure it looks right (use case is an employee who works on one job Monday and Tuesday and moves to another job for the rest of the week. The end of week foremen wants to make sure his time for the early part of the week that someone else entered is in there.)

This is a huge problem for us too....we are having multiple entry's for guys jumping around on jobsites throughout the week. You could do this same functionality in the old Field Work Center software and was invaluable to keep people from double entry of hours.
To be clear, I want these people to view the time but not be able to approve it. Someone else will do that.
You already have most of this functionality. An approver with this permission (to enter and view but not approve) would go into the Timecard Approver and see the employees. But they'd only get the 'View' button like you get when time hasn't been submitted. It shows in a grid timecard format. It would be great if we could see it in one grid even if the time was entered by two people. Thanks!
