Currently if an attachment in the benefits module needs modification or replacement, the replacement is attached as the bottom item in the list (if there is more than one document). When we attached the documents initially we attached them in the order they need to be. For example, "2022 summary" is currently first in the list of about 10 documents. In 2023 that would be replaced with the "2023 summary" and potentially none of the other documents would need modification. When "2022..." is replaced with "2023..." it will be at the bottom, unless we delete all documents and reattach all documents.
