We would like to have increased security over who can create billings in Financial Controls. We would like our project accountants or a "billing admin" have the ability to create billings, and project managers can only review and approve billings

PMs know more about what's coming and going at the job than the billers do. Something may be coming before month end we have no clue we need to bill for. I understand not wanting to be blind sided, but I think PMs should still be able to adjust billings if necessary. Maybe when they do, they can have the ability to add notes like billers do when they create the billing?
