Allow CDN users to update banking information without payroll having to add a leading zero to correct each update

Canadian users updating banking information can only enter 8 digits. 9 digits are required in Canada. 'Country Code for Date Format' is set to CAN. Support case 31031645 advises that unless we modify this setting, the portal can only accommodate 8 digits. This means Payroll has to add a leading zero to the routing ID in Vista for every banking update submitted, this manual intervention results in us not achieving the full value we were looking for in this functionality. We consider this to be more of a defect for Canadian users as opposed to a suggestion.
