Our salary employees are paid on the 15th of every month for that current month. Because the period being paid for is the whole month, the PREndDate is always the last day of the month. We need them to be able to see their pay stubs when they are available (on the 15th) and not have to wait two weeks until their PREndDate arrives. Can we be allowed to override this restriction or can you make it so that we can use a negative time period (i.e. -14 so that it's available two weeks before PREndDate)?

Thanks, Kevin. I found what you're talking about. We would like to avoid making customizations at that level if at all possible but if the pushback is strong from management then we may have to.
It's possible to tweak the standard stored procedure (HRGetEarnDocHeader) to allow this to work. This is an unsupported customization and would need to be reapplied after every update, but it's a simple fix. After the variable declarations add the following: SET @EndDate = DATEADD(Day,1,@EndDate). Replace the 1 with the number of days needed, in my client's case, it was one day.
