We have hiring profiles for hourly and salary employees. We have office managers in the field who can manage the onboarding dashboard and initialize craft workers to Vista. For salaried employees, our payroll manager sends out the onboarding invitation and manages their hiring process. Salaried employees have an offer letter that spells out the terms of their deal. If that file is attached to the employee's onboarding, anyone with access to the onboarding dashboard can open that sensitive information before it is initialized to Vista.

Do you have everyone setup to help with the onboarding process setup as Onboarding Admins?
In Employee Tools > Hiring Process Builder > Setup > Manage Hiring Locations, you can setup different Locations and assign different access to the people helping with the hiring of each location. This permission assignment and restriction will only work if they are not already Onboarding Admins.
You could setup a Hiring Location for your Salaried Employees that your office managers have no access to so they wouldn't even see them. You could also set it up where your office managers can see the salaried employees but with very limited access (Invite Only).
