We like to have a brief development needs discussion during the review with craft level folks and the ability for manager to address one need and then add the correct number of additional needs in a new field would be fantastic. Also the possibility to add a due by date that is tied to those text fields?

Not quite. I would like for the text field to be present to add a development need/goal. Then if there are other needs/goals, the manager could select "add" and an additional field would open allowing a second development need/goal

This should be possible today. When setting up a Performance Review template on any item you add, go to the Advanced Options and then enable Show Comments. Is this the functionality you were looking for?
