We would like Managers to have the ability to Finalize reviews, even if employees don't complete their self evaluations.
While we prefer that employees complete them, we are not requiring them.
This would be helpful so that Managers review dashboards don't end up cluttered with items they do not need to take action on.

This should be reviewed and completed during the Performance Review meeting with the employee and their manager. As for Finalizing, do you think this should be a Performance Admin only function to override an employees option to Finalize their review?

Thanks for the quick reply. That would probably help, however, in this case it's employees that never complete/finalize their self-evals.
