Users don't see what they need to input in the password reset form when a password manager or browser pre-fills the fields for employee number and the last three digits of their Social Insurance Number.
The pre-filled information obscures the in-field description, so there's no way for them to know what's needed. Of course, if they delete the data the password filler has input, the descriptions reappear but most users would not think about it enough to do so.
External field labels or help would eliminate a lot of work for us here as almost everyone uses some kind of password keeper.
