Allow the SM Site to be a required field when creating new work orders from within the portal.

We have technicians creating SM WO's in Field Service and they are able to save without selecting an SM Site. When you go to add the SM Site in Vista after the SM WO has already had any work completed entered and you get a message that you can't update the SM Site.
There should be a portal setting to require an SM Site when the SM Customer they have selected has at least one SM Service Site attached to their Customer.
