Our employees are not finalizing their review because it requires them to do more work by logging in to the HR Management portal to do so. It would be great if we were able to customize the performance review by selecting which steps should be present and also which steps should be skipped.

The employee finalize step is meant to be the employee's confirmation that they have seen their manager's review. If we continued to show the blue banner that says "Performance Review awaiting your review" on the home page would that help with users complete this step? Or if we added this step to the reminder emails?
