Service Manager Dashboard - Make customer field not a prerequired fillable field but optional

Currently the customer field is a pre-required field and must be filled in order for the service site field to become active and allow looking up service siteS.

What will make it more efficient for the admin managing Service Manager Dashboard IS having the customer field set as NOT a pre-required field but rather make it optional to fill so that Service Sites field is made available to freely lookup available service sites.

It should be optional for the admin managing Service Manager Dashboard to optionally lookup and select service sites without first selecting/entering a customer
