Many construction companies contract 3rd Party workers to assist in current operations, either temporary, long-term, or as eventual full-time employees. These non-PR/HR employees need access to Portal tools and management options related to Benefits/Performance/Training/ATS/Purchasing/Project/Equipment/TEAMS/etc. to perform their jobs. Without access to some of the toolsets/management options within the Portal it limits their ability and the company to accomplish goals and assigned duties.

It would also be good for them to be able to enter timecards that post hours to job cost.
