Benefit Group refresh when user accesses step 3 in Benefits

If we want to have Benefit groups change based on changes made in personal info (step 1) during an open window the employee groups wouldn't be able to update in time for the changes to affect their benefit codes in step 3. For example, if I need my users to mark if they are smokers or not so that I can limit their benefit options in step 3. If we can have groups refresh when a user selects step 3 this solves that problem without having to go into SQL to change the refresh rates.
