We would like the Tax/Retainage Banner in AP Unapproved Line Level to default open and possibly require people to answer the Tax field. Even though we have the options in Portal Settings for this set to 0 (Edit & See this area) - the end user has to open the banner and many times forgets to answer the question all together. At a minimum at least have the ability to default the banner(s) to be also Open or Zipped Up.
