Inactive Payroll Employees/Reviewers should not take up a Financial Controls License. We have some people who are inactive payroll employees taking up a license in AP Review. If they are inactive in Payroll or inactive in HQ Reviewers they still take up a license. there should be a checkbox in the financial controls manage users section or inactive reviewers or employees should be removed

There is currently an open bug for counting inactive employees in PR Employees and the fix should be available in the next release.
